The end boss of The Stockades is Hogger. The Stockades is the Alliance 's maximum security stockade prison. It was probably where Garrosh Hellscream, the deposed leader of the Horde was held after the events of Siege of Orgrimmar until a Bronze Drake helped him to escape.
Those that have been held there have changed over time. There is currently an uprising taking place, the prisoners are trying to escape so you need to get in there and quell the disturbance.
There are no mount drops here and there is no heroic version, the only reason for running is to get the one achievement to say you've completed the normal version of the dungeon. If you're a Horde, you should fly in to the dungeon if you missed doing it when you was levelling. To get this quest, you must have completed the quest The Dark Iron War. However, the Stockade prisoners have rioted, and in order to be let down there, Warden Thelwater demands that when you have had your talk with Bazil Thedd you will kill him, behead him and bring his head back to the beforementioned Warden.

One popular way for Horde characters to enter the Stockade is to gain access to the port on the eastern side of the city, this can be done by swimming or using Path of Frost or other similar water-walking abilities to swim to the port from Westfall , once in the port one can make their way through the canals to the instance.
